This paper describes the design and presents an evaluation of a new speech coder called Pitch Synchronous Innovation - CELP (PSI-CELP) for mobile communications. This coder has a novel structure based on a pitch synchronous random codebook in which random codevectors are adaptively changed to provide pitch periodicity in voiced frames. The subjective quality of the PSI-CELP coder (3.6 kbit/s with 2.0 kbit/s redundancy) exceeds that of the Japanese full-rate VSELP coder (6.7 kbit/s with 4.5 kbit/s redundancy).
