The process of disaster recovery involves the dynamic interaction of multiple factors which often remain hidden from the surface. Furthermore, due to empirical limitations, recovery outcomes are often superficially understood. This research introduces the conceptual framework of an agent-based model of disaster recovery which allows clarification of inter-related aspects such as: pre-disaster community characteristics, damage type, and the recovery policies applied. The proposed model is applied to simulate separate recovery scenarios with emphasis on different policy parameters. The emergent outcomes are consistent with documented recovery phenomena in the existing literature, indicating the potential use of such models for understanding recovery mechanisms and pre-evaluating recovery policies.
