N2 - In Japan, numerous numbers of fatigue cracks have been found to initiate and propagate at the weld connection between beam and column flanges of bridge steel piers, where not only in-plane stress is working but also out-of-plane bending is locally working. In present study, the influence of the combination of out-of-plane bending stress and membrane stress on fatigue strength of load carrying cruciform welded joint, which can be the model of the beam-to-column weld connection, was investigated experimentally and analytically. Main conclusions obtained are (1) the influence of the out-of-plane bending stress is not significant and it is necessary to be careful when using the stress measured at the surface to evaluate the fatigue strength of those cruciform welded joint subjected to the combination load, and (2) the locations of the maximum effective notch stress appears are different between under membrane stress and out-of-plane bending.
