N2 - A universal-coding-rate (UCR) convolutional encoder and Viterbi decoder are proposed to realize high-coding-gain and high-efficiency forward error correction (FEC). The encoder's generator polynomials are designed to realize high-rate code directly. The Viterbi decoder is composed of a branch metric calculator (ROMs), a speed converter, and a conventional low-rate Viterbi decoder. The method does not require any additional operations such as bit stealing and dummy bit insertion, and it performs the same high-gain coding as the conventional punctured scheme. A prototype encoder and UCR Viterbi decoder show satisfactory experimental performance.
